You can only see the evidence if you reject the ticket and ask for a court hearing. At that point you may also have to indicate a not guilty plea and get the matter listed for a trial before you strictly entitled to see the evidence. Its designed to be a catch 22 where you have to commit to the risk of higher fines and court costs in order to make the CPS do some work and reveal their case.
