Using a Mobile Phone

I was using blue tooth

I have been issued a fixed penalty for using a mobile phone whilst driving. I wasn't using the phone and actually had my bluetooth earpiece on when the officer pulled me over. What is the best way of contesting the fine.

If you dispute the allegation you need to reject the ticket and ask for a court hearing.
You will then need to try and cast a doubt on the officer account of events in order to defend yourself. The officer has to prove his case beyond reasonable doubt to win.
You will need to give evidence that you were using a blue tooth device and I suggest that you take a photo of the device as an exhibit to court with you. If you have an in car system then take a copy of the car manual with you.
