Notice of intended prosecution is late
I was sent a notification of speeding (36mph in 30 zone) more than 14 days after the event (18 to be exact). Are the police within their right to prosecute in this case or can I plead that they have not fulfilled their obligation to notify within the designated time period - and win?

Are you the registered keeper of the car in question? The NIP has to be sent to the registered keeper within 14 days of the alleged offence otherwise it is defective. You still have to name the driver if you know who it was otherwise you risk 6 points for failing to name the driver.
If you are not the registered keeper or you have just bought the car or moved recently then the 14 day rule doesn't necessarily apply.
