They didn't spot the no insurance until later
My sister was stopped by police and was given a 21 day slip to reapair faults to her car she forgot to hand in the slip the police then returned and asked more questions they found out she only had a provisional and that no-one was accompanying her over 21 etc when she was driving/ stopped that day and this invalidated her insurance can they still prosecute her even although they didnt find out about her having no licence 2 months after they stopped her the first time?

Yes they can. They have up to 6 months to prosecute for this offence. She will get a summons to court for no insurance and the defects. She will get 6-8 points and a hefty fine Im afraid.
