If you are the registered keeper of the car you have to be sent a NIP within 14 days of the date of the alleged offence.
If you are not the registered keeper of the car then there is no set time limit.
Is it a company car or a lease car? If so the registered keeper will not be you.
There are other excetions to the rule. have you only just bought the car or changed address recently?
