Over a year to accept a fixed penlaty offer !
i was caught speeding at 43mph in a 30 zone and was given a fixed penalty notice of £60 and 3 points to be paid within 28 days of notice however the date of notice is 03 07 11 does this mean i can legaly wait untill next year to pay this yours thankfully

I take your point.
You do have 28 days from the date of the notice to accept the fixed penalty offer.
The problem is that if you don't take it within 28 days of the 3.7.10 (the correct date) then the police will simply retract the fixed penalty offer and summons you to court.
You don't have a right to a fixed penalty offer. Its entirely at the discretion of the police. If you don't accept it then they will retract the offer and summons you and it will then just come down to whether or not the prosecution can prove the offence beyond reasonable doubt. If they can you will be convicted and you will face higher fines and court costs.
I say take the ticket if you accept the offence.
