Alleged Offence: driving without a licence
Your road traffic offence question: would it be an offence as i am 14 years old couold i drive on 'x Common' with a adult holding a full drivers licence?

If you drive a car anywhere where the public can walk around or drive then you can get stopped by the police and prosecuted for driving without insurance and without a licence Im afraid. The only place that you can drive a car at your age is somewhere the public do not have access to and which is privately owned land.
If the public can drive/walk on x Common then you cannot drive there. The person sat with you could also get prosecuted for letting you drive without insurance and a licence. You would both get at least 6 points on your driving records and hefty fines Im afraid.
