No Insurance Renewal Notice Received

Question:

Driving without insurance

My son moved back home in March. He notified his insurance company on x of the move. This is documented. No renewal notice has been received.

Yesterday, he was stopped by the police and realised that his insurance expired on x. He has been offered a six point and £200 fixed penalty. This will take his total points to 9. Does he have a case to ask for greater leniency than the fixed penalty?
