NIP Not Sent By Registered Post

Question:

My boyfriend went through a speed trap. He received a letter within 2 weeks informing him of the offence and asking if he was the driver. This letter was not sent recorded/registered delivery therefore there is no proof that it was delivered. He would like to know what his options are?

He needs to reply to the notice. It does not have to be sent registered or recorded delivery. If he fails to reply and name the driver he will put himself at risk of 6 points and a hefty fine. This is the way that the police always send out NIPs I’m afraid. Has he got any points already? If so, how many?
