Retracting Fixed Penalty Offer

Question:

After being given a fixed penalty notice at the roadside The desk officer at the subsequent presentation of my licence at the designated police station refused to allow me to pay the fine & accept the three points penalty.

He insisted that I should take the “Summons” route. Denying me the option. Can he do this?

What’s was the offence? A fixed penalty is at the discretion of the police and if the case is reviewed and it is too serious for a fixed penalty they can retract the offer.
